Terms & Conditions of Participation
An enterprise can apply for the Action if it meets the following conditions:
- Established enterprises with at least 2 complete financial years before the submission date of the Financing Application
- The budget amount may not exceed the double figures of the highest revenue of one of the last two fully closed financial years
- Legal function of businesses while bearing the appropriate licensing document
- Registration in the Register of Beneficiaries (individual companies are excluded)
- Implementation place of the Investment will not be the residence (primary or secondary) of each beneficiary
- Commitment to ensure accessibility for people with disabilities until the completion of the Investment
- Funding application can be applied by franchise businesses
- Taking appropriate measures to address climate resilience issues according to the environmental impacts of the expenditure
Budget – Scheme & Aid scheme
The budget of the Action amounts to 65.000.000,00€ for the whole Region while the aid scheme is the Commission Regulation (EU) No 1407/20213 of 18 December 2013 (De Minimis).
The minimum subsidized budget is 60.000,00€ and the maximum is 400.000,00€.
The aid rate will be 45% and the remaining amount will be covered by private participation.

Evaluation criteria
- Funds available in relation to the Investment Plan
- Rate of change of revenue in the last 2 years
- Ratio of earnings before interest, taxes, depreciation and amortization (EBITDA) to turnover in the last 2 years
- Existence of a registered Patent related to the business plan
The evaluation method will be the comparative.
Eligible expenditure
- Salary Cost of Newly recruited staff (up to 15.000,00€)
- Equipment for Environmental Protection and Energy Saving
- Digital Office Equipment
- Manufacturing Equipment
- Electric means of transport (up to 50% of the budget and up to 50.000€)
- Buildings and Facilities (up to 60% of the budget)
- Cost of Consultancy Services provided by external consultants (up to 6.000€)
- SaaS, CaaS etc. (up to 20% of the budget)
- Costs for the provision of product or process development study services (up to 40% of the budget)
- Certification of Services and Procedures (up to 3 Certificates and up to 3.000€ / Certificate)
- Packaging Design – Label Design – Branding Services (up to 10% of the budget)
- Copyright – Patents – Technology Transfer (up to 40% of the budget)
- Software and Licenses of Software (up to 60% of the budget)
- Participation expenses in Trade Fairs (up to 3.000€ / Exhibition)
- Other Promotion and Networking costs
- Indirect Expenditure (mandatory 7% of the total remaining expenditure of the Investment Plan)
The starting date of the eligibility of expenditure is the publication date of the Proclamation, i.e. 13/12/2023 and the implementation schedule is 24 months.
