The Action “Entrepreneurship action for young persons aged 18-29, with emphasis on women, digital and green economy” aims to promote the employment of unemployed people by supporting them in setting up new businesses, with an emphasis on female entrepreneurship in the digital and green economy.

The total budget for the Action amounts to 37.000.000,00€.

 

Terms & Conditions of Participation

Unemployed persons who meet the following conditions may submit a funding application:

• Be registered in the digital register of unemployed persons of the DYPA.
• Be between 18 and 29 years of age on the date of submission of the Funding Application.
• Have completed the personalized approach process and agreed on a Digital Personal Action Plan.
• Be unemployed and not in education or training on the date of finalization of the funding application.
• Male candidates must have fulfilled their military obligations or have been legally exempted from them.
• Be active in an eligible KAD (Classification of Economic Activities) as defined in the relevant Announcement.
• Not to operate in a professional field in which a business with the same object of activity has been operating within the last six months from the date of commencement of operations of the beneficiary’s new business.
• They must have independent business premises, i.e. premises that are separately owned, have independent utilities and are not, under any circumstances, residential premises.
• They must not share their business premises with another business.
• Not to establish a business that will result from a transfer or change of legal form or dissolution and/or reactivation or creation of a new business or lease by the same partners in the same or another location with the same object of activity.
• Not have participated in previous DYPA Actions for Young Freelancers.
• Maintain the company’s Investment KAD throughout the implementation of the Action.
• Not to be employed either in their own business or by third-party employers throughout the duration of the Action.
• Ensure that the business is accessible to people with disabilities.

 

Project Budget & Implementation Period

The budget for each project amounts to 17.500,00€ while the duration of the Action is twelve (12) months from the date of commencement of work at the competent tax office.

The amount of 17.500,00€ will be disbursed in three installments, as follows:

• 1st installment: 4.700,00€ after the start of the activity.
• 2nd installment: 6.400,00€ after the end of the first six months from the start of the business, following verification of its operation for a period of six months.
• 3rd installment: 6.400,00€ after the end of the second six months from the start of the business, following verification of its operation for a period of 6 months.

 

Evaluation Criteria

The evaluation method to be followed will be comparative and will be based on the following criteria:

• Completeness of the investment plan content.
• Compliance with the institutional framework and integration of horizontal policies.
• Feasibility of the investment plan.
• Maturity of the investment plan.

 

Note: If the potential beneficiary belongs to the action’s target group (women, digital and/or green economy K.A.D.), the operation receives an additional 10 points after meeting the minimum score.

 

Opening Date of submission of funding applications: 18/02/2026, 13:00.

Closing Date of submission of funding applications: 18/03/2026, 15:00.
